(1949-    ) US historian and writer who began publishing fantasy with "The Flying Mountain" for Amazing Stories in 1987, an Alternate-Worlds tale set in a Land-of-Fable medieval Turkey threatened by Mongols in balloons. Most of his work similarly explores the effects of threats upon recognizable historical venues, and can be read as Supernatural Fiction: Witches are common in the Water Margins of his stories, their existence being perceived by normal people as both inimical and unnatural. His first novel, The Spiral Dance (1991), is set in Elizabethan England, and initially follows the attempts of Princess Anne to regain her throne through witchcraft, aided by a Werewolf from Scotland.
